Uintah County awards $2.626 million chip-seal and painting contract to Holbrook Asphalt

The Uintah County Commission approved awarding the UC-25-15-2025 chip seal and pavement marking contract to Holbrook Asphalt for $2,626,000 following a competitive RFP and evaluation process.
Jenny Bird of Purchasing and Grants told commissioners the county issued the RFP on July 23 and received three proposals: CKC Operations, Burdick, and Holbrook Asphalt. A three-person evaluation committee first verified mandatory requirements, scored technical criteria published in the RFP, then combined those technical scores with cost (weighted at 35 percent) to produce final rankings. Holbrook Asphalt received the highest technical score and the highest overall score after cost was factored.
"After calculating the final scores, Holbrook Asphalt received the highest technical score and the highest overall score after the cost," Bird said. Commissioners asked no substantive questions and approved the award by voice vote.
The county project will fund chip seal and pavement marking work on county roads under the contract number UC-25-15-2025. The purchasing office and county engineering staff will coordinate contract execution and project scheduling with the awarded firm.
