Vermillion County Council approves midyear appropriations and $40,000 transfer for highway engineering services

The council approved a $20,000 additional appropriation for the Greenlane County Health DepartmentPIPER emergency preparedness grant to fund the remainder of the current grant year, and an $18,937.50 increase in the health fund to cover a staff members change from employee to family group insurance coverage. Council also approved a $10,000 supplemental appropriation to the commissionersovertime line after discussion about how overtime and compensatory time are tracked and paid.
Why it matters: the transfers free money inside existing budgets for immediate needs while the county finalizes job descriptions, salary resolutions and procurement for longer-term solutions.
Most prominent among the transfers was a $40,000 reallocation from a highway engineer salary line to a professional services line in the county general fund. Commissioners said the amount will cover on-call engineering work and discrete studies rather than a salaried hire; the county approved a contract with an engineering firm on a not-to-exceed basis pending the transfer. Commissioners said firms responding to the countys solicitation included RQAW and Woolpert; the contract will be used for routine engineering tasks such as culvert sizing and limited surveying where a full-time county engineer is not available.
The council also approved a $2,000 transfer in the parks department from other capital outlays into garage and motor supplies to cover vehicle repairs, and several reporting-only transfers (including $4,000 from the public defenders transcript/witness account and smaller administrative shifts in the auditors and parks accounts).
On staffing and salary lines, the council approved a $15,000 transfer within the highway motor vehicle fund that moves dollars from a vacant superintendent salary line to increase pay for one administrative assistant (about $3,000, prorated) and three highway foremen (about $4,000 each, prorated for remaining pays this year). Commissioners said the changes are intended to redistribute duties after the superintendents departure and to test a new supervisory structure in which three foremen and the highway administrator share management responsibilities.
Council members emphasized two conditions for further action: job descriptions and a salary resolution must be completed before any retroactive pay is finalized. Commissioners said they expect to have updated job descriptions ready by Friday and will revisit the salary resolution at the next meeting if needed; several council members pressed for a written procedure clarifying roles and decision authority before permanent pay changes are made.
A commissioner acknowledged the $40,000 transfer to professional services is a not-to-exceed authorization and said the county does not expect to spend the full amount on routine engineering tasks. Council members asked for periodic updates on expenditures tied to the transfer.
