The mayor used his report to urge residents to be considerate and to remind them that private fireworks are illegal within city limits; he said enforcement will catch violators but that the city cannot stop everyone. He underscored safety and community considerations — including risks to property, injury and impacts on veterans and people with PTSD — and said the city—s professional fireworks show at Snow Grove Park will continue as a controlled, permitted event.
The mayor also reopened discussion of potentially joining the Mississippi Main Street program after prior conversations. Staff advised the board that the program's entry fee is $10,000, a point the mayor said merited fresh consideration during budget discussions. He asked aldermen to review the matter and suggested an agenda follow-up before final budget decisions.
Stacy Dodd of Woodland Recovery Center briefed the board about treatment and outreach work. He said Horn Lake decided at its aldermen meeting to allocate $75,000 from opioid-settlement funds and that Woodland would need to match if Southaven considered contributing; Dodd described the funds as intended to support treatment access for local residents. The mayor said available addiction-settlement monies had been used previously for EMS responses but that the board could revisit a match during budget season once totals are clarified.
The board thanked Woodland Recovery Center for its outreach; Dodd said the center operates nationally and provides intervention services and that he is available 24/7 to assist individuals seeking treatment.
