Council authorizes sanitary sewer easement on Oder family property

The South Lebanon City Council on Sept. 4 adopted Emergency Resolution 2025-37 authorizing the mayor and director of finance to execute a sanitary sewer easement agreement on property owned by the Oder family.

Council member Linda Allen asked staff to clarify the easement's location. City Administrator Jerry explained that the easement is on the eastern end of the Oder annexation project near the bike trail and Zohr Road and that it would serve the farm parcel within the annexation area. He confirmed the easement location on a map shown to the council and that the annexation had been recently completed.

Council members asked whether the easement document indicated consideration of $1 (a nominal consideration often used for property easements). Jerry confirmed the transaction language reflects nominal consideration. The council waived the two-reading rule and adopted the resolution by title only.

Motions recorded: Council member Brenda Combs moved to waive the two-reading rule; Council member Linda Allen seconded. Combs then moved to adopt Emergency Resolution 2025-37 by title only; Linda Allen seconded the adoption motion. Recorded votes were affirmative for Linda Allen, Brenda Combs, Lisa Feder, Council member Better, and Council member Spicer; the motion carried.
