Palos Park keeps limits on commercial trucks at residences; plan commission to review off-site parking approvals

Palos Park’s joint Village Council and Plan Commission reviewed proposed changes to off-street parking standards and the village’s rules on commercial vehicles stored on residential property.

The draft updates parking ratios for assembly spaces, educational facilities and places of worship, clarifies when a parking study is required for special uses or planned-unit developments, and proposes allowing nonresidential uses to locate off-site parking no more than 300 feet from the nearest entrance so long as the off-site parking is under the same possession (deed or long-term lease) and is not in a residential district.

Key outcomes - Off-site parking (300-foot allowance): The body voted to require Plan Commission approval for any off-site parking that would be relied upon to meet the parking requirement (rather than allow administrative approval by the zoning administrator). The vote was counted and the chair reported that a majority supported routing such approvals to the Plan Commission, which also routes larger cases to village council through existing procedures. - Commercial-vehicle overnight storage on residential lots: Staff read the existing code language and the committee took a vote to leave the existing restrictions in place. Under the existing provision clarified at the meeting, standard-size passenger vehicles used for business (SUVs, vans, pickup trucks) may be parked on residential lots with limits; larger commercial vehicles (box trucks, flatbeds, buses, semi-tractors and trailers, tow trucks, construction equipment, vehicles with exterior-mounted antennas/satellite dishes) are not permitted to be parked outdoors overnight on a residential lot except during active loading/unloading or construction activities. The committee voted to leave that language as written in the draft.

Why it matters: The changes will affect how redevelopments comply with parking requirements in commercial districts and how the village enforces or allows commercial vehicles to be stored overnight in residential neighborhoods. Residents expressed concerns about visible, logoed commercial trucks parked in or near residential areas and open spaces.

Public comment and staff notes During the presentation a staff member displayed photographs of commercial trucks parked in or near residential streets and open-space areas and said the village needs clarity on enforcement and on how many ladders or mounted items should be allowed on otherwise passenger-type vehicles. Several residents emphasized that they do not want commercial trucks to be regularly parked in open-space or park areas.

Implementation steps Staff will write the Plan Commission-approval language into the draft text for off-site parking and continue enforcement discussions for commercial-vehicle storage. The draft’s parking-study requirement remains available for special uses and planned developments where staff or the commission finds a study is warranted.
