Council authorizes bidding for Well 9 work tied to state grant; engineer says estimate under budget

The Mound City Council on Sept. 9 approved a resolution authorizing plans and specifications and advertisement for bids for the Well 9 portion of the city’s water system improvements (Resolution 2575). The work is the third phase tied to a state grant supporting the city’s water treatment and well projects.
City Engineer Matt Bauman told the council the well work is budgeted at $1,850,000 within the larger $10.3 million state grant package; current estimates for the well portion are about $1.2 million and could be lower after the city defers abandonment of one existing well to preserve future rights to a particular aquifer. "I'll comment now that that number is out also probably higher than what you're gonna see when we come back because we're discussing…we're actually gonna recommend not to abandon first, because of the aquifer that it taps into," Bauman said.
Why it matters: The project advances new water supply and prepares to connect to an eventual new treatment facility. Authorizing bids begins the procurement process; lower bids could provide saved funds or expanded options.
Council voted to adopt the resolution to advertise for bids; the motion passed on voice vote. Bauman said staff will return with bids and recommended contract award and that some abandonment work may be delayed to reduce current costs while retaining future rights.
