Commission reapproves certified survey map to create lot for senior living facility after recording lapse

Mount Pleasant Plan Commission on Sept. 17 voted to reapprove a certified survey map creating a 2.66-acre lot at Old Green Bay Road so an owner can record the new parcel and complete renovations for a senior living facility.
Planning staff told the commission the village board had previously approved the application but the applicant did not record the certified survey map within the 12-month statutory window and the register of deeds would not accept the signed CSM. Staff added the proposed senior living facility is treated as a residential use but most of the owner's property is zoned commercial; under the zoning the residential use needs to be on a separately created lot because otherwise residential is only allowed on the second floor in the commercial district. Reapproving the CSM will permit the owner to record the lot and proceed with renovations.
A motion to approve the CSM passed unanimously. Staff said the item will appear on the village board consent agenda the following Monday.
Because the item was placed on the plan commission agenda shortly before the meeting to meet statutory deadlines, staff said the village updated the agenda in advance of the recording deadline to allow the commission to act.
