Commissioner White, who said he had earlier proposed a different percentage for discussion, explained the intent was to provide a meaningful recruitment and retention incentive while avoiding an unsustainable drain on the program. After a motion to recommend the increase was made and seconded, the EDA chair called for a vote; members voiced assent and the motion carried. Members noted that the EDA is an advisory body and that the recommendation will go to the City Council for final action.
The EDA also discussed related city business items on the council agenda for the same night, including a land sale for Nygaard Nursery and an option agreement tied to a due‑diligence phase for DG Fuels near the Moorhead Airport.
