Staff described the concierge as a liaison available to applicants who have difficulty with HDL’s online administration; the liaison coordinates with Vietnamese and Spanish‑speaking staff members and can be contacted directly or via HDL referrals. Since implementation, staff said only one applicant used the full concierge service; several other applicants asked process questions and staff were able to assist.
Staff estimated typical processing for a new application, from submission through city approvals, as one to two weeks and said they will continue to offer concierge support and translation assistance and monitor take‑up.
Council received and filed the report by council motion.
