The Planning, Development & Zoning Commission on Sept. 8 deferred consideration of a subdivision variance tied to the Meridiana Planned Unit Development (PUD) that would change street and sidewalk construction requirements for a parcel at the Jordan Road/Mariana Parkway corner.
Staff said the request would allow milling and overlay of the existing asphalt roadway instead of constructing one-half of the street with concrete curb and gutter. Staff recommended approving milling and overlay in lieu of building one half of the street but recommended denying the applicant’s requested waiver of sidewalk construction; staff emphasized that sidewalk connectivity remains a city priority.
The applicant asked to defer so it could meet with staff and revisit designs and options including potential escrow or timing mechanisms for sidewalk construction. Commissioners raised connectivity and pedestrian-safety concerns, noting that the corner includes commercial land and abuts planned residential areas; several commissioners indicated that if retail is ultimately adjacent to housing, a sidewalk should be provided.
Staff also noted the applicant has dedicated land to allow future widening if needed, and that an overall traffic-impact analysis for the Meridiana PUD already exists. The applicant requested time to present more detailed plans and, if applicable, options for escrowing funds to construct sidewalks later.
The commission accepted the applicant’s request to defer the item to a future PDNC meeting. A motion to table the item passed unanimously, 7–0.
Next steps: applicant will meet with staff to refine options (possible escrow, timing, roadway cross-section) and return with supplemental materials for the commission to consider.
