The Newman City Council on Aug. 26 approved a Trunk-or-Treat Halloween event at the Downtown Plaza for Oct. 31, 2025, authorizing street closures, fee waivers and city support.
City staff recommended approval of the event organized by the Newman Partnership, noting the event would run from 5 to 7 p.m. with extra time in the permit for setup and teardown (staff described the permitted time block as 5 to 9 p.m.). Staff said no alcohol will be sold at the event and the organizer requested exclusive use of the 1300 block of Main Street and waivers of downtown event cleanup deposit and restroom/electrical fees. City-owned barricades and traffic-control devices will be used and city staff will monitor cleanup.
A council member moved to adopt the staff report approving the Trunk-or-Treat event; the motion was seconded and passed 5-0.
Staff and council members encouraged public participation and noted the city will provide traffic control and cleanup oversight as requested by the event organizer.
