Votes at a glance: Aransas County commissioners approve grants applications, procurement changes, contracts and personnel moves

The Aransas County Commissioners Court approved a series of routine motions in its August 2025 regular meeting, covering grant applications, procurement policy updates, contract change orders and several personnel and administrative items. The court approved each item by voice vote unless otherwise noted.

Key actions approved

- Community development: Authorized staff to reapply for a T-Mobile grant to buy furniture for the Grand Pavilion/Community Center building and to seek other grants for furnishings. (Motion: approve application; vote: unanimous.)

- Environmental health: Authorized solicitation of bids for insecticide and mosquito chemicals for fiscal year 2026. Staff said anticipated bid pricing is similar to the prior year. (Motion: approve; vote: unanimous.)

- Road and Bridge: Authorized solicitation of bids for road materials, culverts and maintenance supplies for 2026 to get ahead of TxDOT demand; bids planned to open early October and return to commissioners in October. (Motion: approve; vote: unanimous.)

- Southwest Aransas County drainage improvements (GLO CDBG-DR contract #20-065-098-C270): Approved a revocation/resend of change order 6 (housekeeping) and a revised change order 6 that adds 14 calendar days to the contractor’s time; approved change order 7 to restore mailbox relocations and add contract dollars; and accepted as-built drawings and a certificate of construction completion for the project. Commissioners said cumulative change orders remained below 25% of the contract. LCR Total Transport LLC is the contractor referenced in the project documents. - Contract extensions/time: Approved amendment No. 4 for G&W Engineers to extend contract time through May 25, 2026 (corrected in discussion to May 22, 2026) to finalize three FEMA Hazard Mitigation Grant Program generator projects (airport field lighting generator DR-4332-0197; road and bridge office generator DR-4332-0202; transfer station generator DR-4332-0203). No new funds were requested. (Motion: approve; vote: unanimous.)

- Treasury report: Approved the July 2025 treasury report. Staff reported total county funds of approximately $27,393,000 with roughly $21,394,000 in operating funds. (Motion: approve; vote: unanimous.)

- Justice of the Peace court staffing: Approved creating and reclassifying a chief court clerk position for Justice of the Peace precinct 2 by reclassifying an existing court clerk position; no new net salary dollars were required for the move. (Motion: approve reclassification; vote: unanimous.)

- Emergency management/public information: Approved a deputy emergency management coordinator position for the public information office and adjusted the pay range to reflect added duties (roughly a $5,000 increase for the incumbent); staff said the change fit within budget. (Motion: approve job description and pay adjustment; vote: unanimous.)

- Employee health screening: Authorized the county judge to sign the Catapult Health addendum to provide online/on-site health screening at the county employee health fair; screenings are billable through Blue Cross Blue Shield for covered employees. (Motion: approve; vote: unanimous.)

- Procurement policy: Adopted a revised procurement procedures policy increasing the small-purchase threshold from $50,000 to $100,000 to conform with Senate Bill 1173 effective Sept. 1. The policy changes also included editorial and formatting updates. (Motion: approve; vote: unanimous.)

- 2026 budget process: Set public hearings for the 2026 budget at 8:45 a.m. Sept. 8 (Aquarium Education Center, 706 Nassau Chain Circle) and 8:45 a.m. Sept. 22 (County Court at Law courtroom, 2718 Hwy 35 N). (Motion: approve; vote: unanimous.)

- Accounts and payroll: Approved accounts payable, payroll and payroll liabilities, including a late invoice added on Friday for replacement flags at the downtown anchor totaling $6,596. (Motion: approve with addition; vote: unanimous.)

What commissioners and staff said

County staff and commissioners described several items as routine housekeeping or grant-application steps; on the drainage project they noted cumulative change orders remained below the 25% threshold allowed under the grant. Road and Bridge staff said soliciting materials bids early is intended to get better pricing ahead of larger TxDOT projects. The procurement policy change was characterized as required by the state legislature (Senate Bill 1173) and largely editorial in nature.

Reports and community items

During the meeting staff and commissioners also reported: a recent tire-collection event that collected about 500 tires; a long-running quilt donation program that has delivered roughly 2,350 quilts/pillowcases to residents since Hurricane Harvey recovery; community outreach and surveys beginning this week at Shell Ridge to update plans; and a transition from the Code Red reverse-alert system to Everbridge (Reverse Alert) funded by the Coastal Plains Local Emergency Planning Committee, with an opt-in sign-up and a planned public sign-up campaign ahead of the switch.

The court adjourned after the regular session.
