Only one bid received for brush grinding; council to decide contract length next week

Lori Sandler and staff reported that the city’s request for proposals for brush grinding and debris removal produced one responsive bidder, Benchmark Companies of Christiana. The bid committee recommended the council consider the two pricing options Benchmark provided and decide a contract term at the next meeting.
Benchmark’s two options presented to the city were: $10.25 per cubic yard for a one-year agreement through Sept. 30, 2026 (with annual renewals available for three additional years), and $9.75 per cubic yard for a two-year agreement through Sept. 30, 2027 (with renewals available for two additional years). Lori said the service and estimated costs were included in the city budget and that the change reflects Tennessee rule changes that largely ended the city’s burn pit operations.
Sandler briefed the council that Tennessee Department of Environment and Conservation (TDEC) no longer allows the broad burn-pit operations the city previously used for brush disposal, which required the city to move to grinding and hauling. Staff asked the council for direction next week on whether to accept the one-year or two-year option.

No formal procurement action was taken during the study session; staff will request council direction at the next meeting.
