Council briefed on Phase 2 Riverview street work; $250,000 recommended from hotel fund balance

City Manager Scott College briefed the Shelbyville mayor and city council on phase 2 work in the Riverview District, saying staff recommends a $250,000 expenditure from the hotel/motel fund balance to complete stormwater, sidewalk and curb improvements on the north end of Spring Street in front of new downtown businesses.
College said the work is intended to fix a failing patchwork drainage and to provide stamped concrete, curb ramps, bollards and pedestrian access past the Grindstone building while the larger riverwalk/overlook construction progresses. He described the expenditure as a targeted phase that will not finish all streetwork but will provide public access to the businesses along Spring Street and allow those businesses to operate without interruption.
College told the council the $250,000 should come from the hotel/motel fund balance and that the balance would remain after the transfer. Public works staff described some temporary gravel and minor parking improvements to accommodate deliveries and trash pickup while larger construction is staged. College said much of the remaining Riverview construction sequencing must be coordinated with riverwalk construction to avoid rework when heavy equipment arrives.

No formal action was recorded at the study session. Staff asked the council for direction and said they will coordinate phased work so businesses have access during ongoing improvements.
