Nacano said the Legislature is on recess and that bills listed as active in the commission's legislation report were passed by the Legislature and were with the governor for his decision; the governor had until Oct. 12 to sign or veto. Nacano highlighted one amendment: Senate Bill 852 was amended to add an FPPC proposal expanding the prohibition on making contributions in state or local offices or office buildings. She said staff would return next month with an update on the governor's actions and would present new legislative ideas for 2026 in November.
Several commissioners asked clarifying questions about specific bills' language and definitions, including how some terms track federal definitions and whether certain proposals had advanced or were a two-year bill. Nacano said she would provide requested statutory definitions and confirmed the status of measures she could locate in committee records.
