Clover Park board unanimously approves principals’ contract and three consultant awards

The Clover Park School District Board of Directors unanimously approved three individual action items Wednesday: a negotiated successor agreement with the Clover Park Association of School Principals, a contract for a 2025 facility condition assessment and OSPI study and survey, and a contract for architectural design of an eight-classroom standalone building at the district early learning site.
The board approved the successor contract with the Clover Park Association of School Principals covering a three-year term beginning July 1, 2025, and ending June 30, 2028. Superintendent Banner told the board the previous principals’ agreement had expired June 30, 2025, and that the district and the principals’ association reached a tentative successor agreement that the board had reviewed in executive session on Aug. 11, 2025. “Passage of this resolution approves the agreement between the district and the Clover Park Association of School Principals for the period of 07/01/2025 to 06/30/2028, and I recommend approval of this action,” Banner said.
The board also authorized the superintendent to contract with Cezanne Group to conduct the district’s 2025 facility condition assessment and the OSPI study and survey, approving a not-to-exceed amount of $500,000 plus sales tax. Banner said the district followed the qualifications-based selection process required under state procurement rules (RCW 39.80.030 and RCW 39.80.040) and recommended Cezanne Group based on qualifications.
Finally, the board authorized a contract with McGranahan PBK for architectural and engineering design services to develop an eight-classroom standalone building at the district’s early learning site, at a cost not to exceed $374,000 plus sales tax. Banner said recent legislation requiring expansion of early childhood program hours created the need for additional physical classrooms and that the district used its architects-and-engineers roster and qualifications process established under RCW 39.80.
All three motions were moved and seconded on the record and passed unanimously. Director Lowry was excused, the board president announced.

The board handled the three items as individual action items following the consent agenda and superintendent report. The approvals allow the district to proceed with negotiations implementation, building-condition analysis and early-learning classroom design work in the coming months.
