The Scottsbluff City Council adopted on third reading an ordinance that updates utility user fees for water service, sewer service (including a stormwater regulatory surcharge) and solid waste collection.
City staff explained the sewer monthly charge remains tied to water use during an applicable winter billing period as determined in Chapter 18 of the municipal code; council members confirmed the winter baseline month is February, which is intended to reflect household indoor use rather than summer irrigation. "I believe it's February," one councilmember said during the discussion; staff confirmed February is used as the sewer-billing baseline.
Council moved to approve the ordinance on a motion and second; roll call votes were recorded in favor. The ordinance amends multiple sections of Chapter 6, Article 6 of the municipal code and provides for an effective date and publication in pamphlet form as required by state law.
The ordinance replaces prior fee provisions and changes specific code sections governing solid waste, sewer and water service charges; those sections will be repealed and replaced per the ordinance language and published following statutory procedures.
