Council approves new MOU with homeowners association to expand Peachtree patriotic celebrations and install permanent lighting

The Fair Oaks Ranch City Council on Sept. 4 approved a resolution authorizing a new memorandum of understanding (MOU) with the Fair Oaks Ranch Homeowners Association (FORA) to redesign the Peachtree landscaping at the Fair Oaks Parkway site, install permanent lighting and expand the schedule of patriotic celebrations.
Assistant City Manager Carol Van Zandt outlined the history: the annual lighting tradition began in 1990, the celebration moved to a Veterans Day start in 2021 under an earlier MOU, and subsequent amendments expanded the holidays. The new MOU authorizes FORA volunteers and contractors to enter city property to install revised landscaping and permanent lighting and lists standard insurance and indemnity language. Van Zandt said the FORA proposal shifts to more hardscaping to reduce water needs and maintenance and that FORA would pay for the landscaping redesign.
The proposed MOU also adds six additional patriotic observances (Armed Forces Day, D-Day, Flag Day, Purple Heart Day, Constitution Day and Pearl Harbor Day) to the event schedule and clarifies that donated improvements are city donations to be managed per city policy.
Representatives Susie Richardson and Didi Manitzas attended the meeting for FORA; Richardson and Manitzas did not request changes during council discussion. A council motion to approve the resolution passed on a voice vote.
Actions: Council approved a resolution repealing the 2021 MOU and authorizing a new MOU with the Fair Oaks Ranch Homeowners Association to redesign the Peachtree area, install permanent lighting, and conduct additional patriotic celebrations.
