City staff explained that actual repair costs were largely covered by FEMA and state reimbursements and existing trail reserves, so the $40,000 the city contributed ultimately did not pay for the March 2024 bridge repair. City staff and the Palouse Trail Committee (which includes Pullman, Moscow, Washington State University, University of Idaho, and Whitman County) agreed it was appropriate to leave the city's contribution in the trail fund for future larger capital work on the 25-year-old trail.
Why it matters: The Chipman Trail is a popular regional commuter and recreational corridor connecting Pullman and Moscow; reserving funds for capital work preserves resources for likely future repairs and improvements.
