The Fair Oaks Ranch City Council on Sept. 4 approved a 10-year interlocal agreement with Bexar County Emergency Services District No. 4 (ESD 4) to provide fire and emergency medical services to the city, moving the city onto a multi-year payment schedule that phases toward parity with the district's tax rate.
City Manager Scott Heisingay summarized the negotiations after the meeting's executive session, saying the agreement phases payments over four years and then ties the city's contributions to the district's adopted tax rates beginning in fiscal year 2029-30. "This is the culmination of a few months of negotiation and really a couple years of study about the current status and future of the city's emergency services," Heisingay said.
