Commission approves permanent concrete bulkhead at 18824 Pacific Coast Highway

The Planning Commission on June 16 adopted a coastal development permit formalizing a replacement concrete bulkhead at 18,824 Pacific Coast Highway that was originally installed under an emergency coastal development permit in 2016.
Staff said the work was completed under emergency authorization in 2016 after a timber bulkhead had been undermined; a building permit issued Sept. 29, 2016, allowed the work while a permanent coastal development permit application proceeded. The current application sought to convert the prior emergency measures into a permanent permit for a 1‑foot‑thick, 6.5‑foot‑tall reinforced concrete bulkhead with a 4‑foot‑deep footing installed roughly 6 inches landward of the existing timber structure.
A member of the public, Marissa Coughlin, representing co‑owner Bernie Kamens, spoke in support and described the bulkhead as necessary to protect a septic system and the structure behind it; no other speakers requested time. After a brief discussion the commission voted to approve the coastal development permit consistent with staff recommendation; the roll call vote was unanimous.
Staff said the action implements required coastal permitting steps to formalize an emergency installation and brings the site into compliance with LCP procedures.
