Trumbull County Transit reports ridership growth, grant timing and WRTA contract changes; officials prepare ODOT review

Trumbull County Transit staff updated commissioners on operations, recent ridership figures and financial projections as the county absorbs some service changes previously provided by the regional transit authority.
Transit administrators reported projected 2025 gross program costs near $1.4 million and said the county’s net per-trip cost should fall to about $20.13 after available grant funding. Staff said the current grant cycle and pending grant notifications (state grant notices expected mid-July) will affect final reimbursements and that the agency is working to use available grant reimbursements before year-end.
Staff also described changes after partial WRTA service adjustments: the county reported handling additional one-way trips and said for the March–May reporting period a WRTA route logged about 38,076 total one-way trips (March–May window), figures officials used to account for transfers of customers and cost allocations. Transit staff said most riders who contacted the county could be accommodated, and they are monitoring the budget impact.
County staff described an ODOT technical-assistance review (a triennial review) with a kickoff meeting set for July 8 to examine compliance for federal/state funding and operations. They asked the commissioners to post a public survey for the regional coordination plan on the county website and said contractor RLS will prepare a required coordination plan before the October deadline.
Officials said they will bring a detailed quarter-end financial reconciliation to the board showing the impact of absorbing routes and of pending grant awards; no additional transfers or vote was taken at the meeting during the update.
