Sanitary engineer reports low bid wins for Smithsadore Road sewer; Army Corps requires additional mussel survey costing about $30,000

Trumbull County sanitary-engineering staff reported the results of recent sewer bid openings and described an unexpected environmental compliance task tied to a nearby dam-removal project.
Sanitary Engineer Gary Newbrow said Express Underground submitted the low primary bid for the Smithsadore Road sewer project at $503,005.72; a total contract including house connections would be about $605,008.20. Newbrow reported that the bid came in approximately $60,000 below the engineer's estimate.
Separately, county staff discussed a requirement from the U.S. Army Corps of Engineers for an additional freshwater mussel survey covering about 201 meters downstream of a proposed outfall related to a dam-removal project. Newbrow said the Corps has asked the county to survey, classify and relocate mussels found in the specified stretch; he provided an estimate of about $30,000 for that additional work. He said he had sought relief from state environmental staff but that the Corps’ direction stood.
County officials said the expense would be covered by the wastewater/plant project budget (the sanitary engineer said the cost “will be covered by W/BCL” in his remarks). Commissioners asked about duplication of prior surveys; staff said the Corps’ required survey area extends beyond the earlier work and therefore a separate survey is necessary.
The board received the bids and the engineering explanation; the meeting record shows the sanitary engineer recommending the Express Underground award for Smithsadore Road and flagging the mussel-survey cost and scope for commissioners’ awareness and budget planning.
