Bond program update: window replacements, North Shore work and Galena Park High Field House progress

Ed Martier, director of facilities planning and construction, updated the board on 2016 and 2024 bond work and ongoing facilities projects on Oct. 6.
Martier said Pyburn (Poburn) and Byron elementaries are in closeout phases and that auditors have completed reviews. At Galena Park High School phase 2 (CTE), the contractor is replacing faulty insulated glazing units because seals failed and glass was fogging. Martier said most replacement glass is on site and the vendor will replace remaining sections within about six to eight weeks at no cost to the district.
At the North Shore ninth-grade campus renovation, Martier said crews are removing problem rock-facing and replacing it with plaster and new flashing for improved waterproofing; crews are opening walls to inspect conditions behind the finishes. He said new glass was scheduled to arrive the week of the meeting and that work will accelerate when materials are delivered.
For Galena Park High School phases 3A and 3B (Field House), Martier said contractors excavated approximately three feet of fill and are replacing it with select fill to improve soil conditions; a groundbreaking was scheduled for the week after the meeting. Phase 3B drawings are ongoing and staff expect to finalize details before bidding.
Martier also confirmed the district is working warranty and replacement claims on glazing at multiple campuses, said general contractors have been “proactive,” and told trustees the district will hold contractors to warranty obligations. He invited trustees to the upcoming Field House groundbreaking. Trustees asked a few procedural questions about warranties and timing; Martier said the vendors were addressing defects without additional district cost.
