Board approves $21,599 meter-testing agreement for large-volume meters

The Evansville City Water and Sewer Utility Board approved a $21,599 contract to perform testing of roughly 50 large-volume water meters used by high-volume customers, the board heard July 22, 2025.
Daniel Plansdorf, presenting the item, said the utility has run a meter-testing program for years and historically tested 20–50 meters annually. Previously a contractor identified as Emmy Simpson performed testing under an earlier contract. This year the utility solicited other bidders and selected a firm identified in the agenda as Hydropro (mentioned elsewhere in the discussion as Hydro Corp). Plansdorf said the winning bid was about $4,000 lower than the prior contractor and that the testing will focus on high-volume meters that have not been tested in the past few years. The board budgeted $25,000 for the project; the contract amount of $21,599 is within that allocation.
A motion to approve the agreement passed by voice vote without recorded dissent.
Plansdorf said the program’s goal is to ensure “good accuracy on the hard volume meters” used in the distribution system and that testing selection prioritizes meters not recently tested.
