Marsha Moorman explained the fee covers the vacant-building registration period from Aug. 8, 2024, through Aug. 7, 2025. The property owner, Jeff Lindback, participated by phone and said he has owned the property for nearly 20 years and has been working with insurance and contractors to secure estimates and begin rehabilitation; he asked for relief.
Council Member Joost moved to apply the hearing officer’s recommendation: assess the fee and make it payable over three years. The council adopted the motion by voice vote with six in favor and no opposition. Staff earlier recommended a limited waiver that had been granted previously for three months but the work was not completed during that waiver, so the fee stands and may be paid in installments over three years per the council action.
