St. Clair County OKs policy allowing alcohol service at county event center for private events

St. Clair County commissioners voted unanimously to amend the facility use agreement for the county event center to allow the service of alcoholic beverages at private events.
The change, requested by event center coordinator Ashley Hayes and presented by the county attorney, permits alcohol only when served as part of a private event under specified conditions. County Attorney Kyle described the draft amendment as modeled on similar municipal agreements and recommended approval.
Under the approved amendment, event sponsors must provide commercial liability insurance naming the county as an additional insured (minimum $1,000,000 per occurrence and $2,000,000 aggregate), follow “proper service” practices, and may not sell alcohol or advertise alcohol as an inducement to attend. The agreement also requires law-enforcement presence at events where alcohol is served; the county clarified that the cost of on-site law enforcement is to be borne by the event holder, not the county.
County Administrator Tina Morgan confirmed the request originated with Ashley Hayes and that the draft was routed through the events staff for review. Commissioners had no further revisions and approved use of the document as presented.
The policy change does not create a county-operated bar or permit open sale of alcohol at county facilities; it governs private events held at the county’s event center and includes insurance and staffing safeguards required by the commission.
The commission approved the amendment on a voice vote ("Aye").
