Board advances six policies to second read, including curriculum-adoption and continuity-of-operations plan

Board members reviewed six policies during a first read and agreed to move them to a second reading on September 23. The committee summarized substantive changes, legal drivers and next steps for each policy.

Policy 2020 (course design and instructional materials): The board discussed revisions described as necessary to comply with a referenced Senate bill promoting inclusive learning standards and instructional materials. The committee said the district will begin a major social-studies curriculum adoption this year.

Policy 2020 (library, information and technology program): Revisions align library and teacher-librarian responsibilities with the same inclusive-learning guidance; procedures were reported to be unchanged and to retain parent access to materials.

Policy 5011 (harassment of district staff, prohibited): The policy updates definitions and reporting procedures, including alignment to the district’s Title IX coordinator. The committee also standardized language for external organizations referenced in policy (changed a local reference from “Boy Scouts of America” to “Scouting America” for consistency across policies).

Policy 6801 (capital assets and theft-sensitive assets — new): The policy creates requirements to inventory district assets and reflects a change the committee said in the federal uniform guidance capitalization threshold (from $5,000 to $10,000) for assets acquired on or after Oct. 1, 2024. The committee discussed using the district’s Follett asset-management system for libraries and technology equipment, and noted some high-value technology may exceed the new threshold.

Policy 3206 (pregnant and parenting students): The district reinstated a standalone policy consistent with Title IX rules, returning to a separate policy after prior consolidation under other rules. The committee said the board previously approved equivalent content earlier this year and is reissuing the standalone policy to align with the 2020 Title IX framework.

Policy 6580 (continuity of operations plan, COOP): The board reviewed an extensive COOP (described by staff as roughly 62 pages of emergency planning) covering restoration of safe learning environments after disasters. Director of safety and security Tom Cooey and Executive Director of Learning, Teaching and Schools Eric Anderson met with the committee to review the COOP outline. Board members said they will run tabletop exercises with cabinet and building administrators to familiarize staff with the plan; staff will insert correct names and responsibilities into the COOP document before final adoption.

The policy committee indicated the changes are largely procedural and textual in many places and that no immediate substantive changes to services were introduced by the draft policies. The board’s decision at the first read was to advance the package to a second reading; the board did not adopt any policy at this meeting.
