Planning staff outlines timeline to complete Bluff's 2025 general plan; October public‑hearing window targeted

Town planning staff on July 17 presented a Hansen Group audit of the Town of Bluff’s 2025 general plan and laid out assignments and a timeline to bring the plan to council approval by early December.

Staff said the Hansen Group found the general plan “very strong” overall but recommended several mandatory and advisory updates. High‑priority items include documenting that a zoning ordinance exists, producing a future land‑use map, and adding an active/transportation element. Staff identified leads: Erin and Aaron to coordinate maps and strategic‑plan integration, Aaron on official mapping, and Hansen Group to provide an airport‑planning element and overlay.

Medium‑priority items include aligning the capital improvements plan with the general plan and confirming airport‑related text and overlays; staff said the Hanson Group is preparing airport documents to be delivered by the end of the month. Lower‑priority tasks include updating demographic/community‑profile text, referencing public involvement and the town’s Dark Sky designation, integrating strategic‑plan implementation matrices, and adding narrative language about water use and agricultural land where appropriate.

Staff outlined a schedule: Hansen audit and airport material will be incorporated; staff aim to publish a draft to town council on Oct. 14, publish the draft publicly on Oct. 15 and hold a public hearing on Oct. 28; council approval is targeted for Dec. 8. Staff asked the commission to review updates as they are produced; no formal action was taken during the meeting and the plan will follow normal public‑hearing review before any council vote.
