Robbinsdale board says superintendent’s year-end review merits full 10% contractual incentive

The Robbinsdale Area School Board reported that a majority of directors rated Superintendent Dr. Terry Stallo "effective" or "highly effective" in a closed-session year-end evaluation and voted to grant her the full 10% contractual incentive for meeting goals set for the 2024–25 school year.
The board met in closed session pursuant to Minnesota Statute 13D.05, subdivision 3(a), to evaluate the superintendent. Chair Evans Becker read a summary noting the board met for more than three hours, discussed the standards-based rubric and Dr. Stallo’s performance, and that Barb Dorn of the Minnesota School Boards Association facilitated the review.
The summary said the majority of the board found that "the work done by Doctor Terry Stallo, superintendent, was highly effective or effective in all areas." Because of that determination, "the majority of the board voted to grant Doctor Stallo the full 10% of her salary as incentive as stated in her contract for meeting the goals that were set for her for the 2024–25 school year." The board’s public remarks did not include a roll-call tally for that vote.
Dr. Stallo spoke briefly after the summary and submitted a written reflection as part of her evaluation materials. In that reflection she wrote, "I believe I have been an outstanding superintendent and leader for Robbinsdale Area Schools ... I have fallen in love with Robbinsdale Area Schools," and said she will be "relentless in my quest to help lead our district to excellence." She also described building relationships across staff, families and community partners and highlighted community engagement work.
The board’s public statement thanked Dr. Stallo for her efforts and said it looks forward to working with her on the district’s ongoing challenges. The board did not provide a detailed roll-call vote or the exact dollar value of the incentive in the public portion of the meeting; the board referenced the incentive amount as the full 10% described in Dr. Stallo’s contract.
Looking ahead, board materials indicate the evaluation was closed-session business per Minnesota statute; the formal summary and the board’s action on the contractual incentive were announced in open session following the closed discussion.
