District to implement Community Eligibility Provision at three elementary schools to expand free meals

The governing board voted on July 10 to implement the federal Community Eligibility Provision (CEP) at three elementary schools in the district that have the highest percentage of directly certified students (students automatically identified for free meals through SNAP, TANF, foster or homeless status). Under CEP those schools will offer free breakfast and lunch to all enrolled students without collecting household meal applications.
Food-services staff told the board CEP reduces stigma, eliminates meal debt for participating schools, simplifies meal counting and can increase federal reimbursement because participation rises. "Every student eats for free. No certificates. No stigma. No meal debt," the presenter said.
Staff recommended starting CEP at the three highest-identified elementary sites and said the district can add other schools in future years if identified percentages and participation change. The district must submit identified-student counts to the state by April 15; that number determines the reimbursement multiplier and eligibility for CEP. Staff estimated the participating schools must increase lunch and breakfast participation modestly to reach break-even reimbursement; the program is voluntary and can be discontinued after the district's multi-year CEP cycle if it does not meet financial expectations.
Board members endorsed the change and noted potential benefits beyond meal access, including simplifying breakfast service to reduce tardiness and lowering district meal debt. Food services staff noted the district currently carries meal debt and said increased participation at CEP sites will reduce future debt and administrative burden.
The board approved implementation (agenda item 6.5) and staff will provide the required forms and outreach to families at the participating schools.
