County board approves a slate of planning and zoning items including plats, CUPs and a mining permit

The board approved plats, interim use permits (IUPs) and an amendment to an existing conditional-use permit; one rezoning request was tabled to allow the applicant to clarify ownership.
Key approvals and outcomes (the board voted on each item by motion and voice vote):
- WLH Pines (preliminary plat): Approved with two planning-commission conditions requiring the turnaround dedication and an easement for the shaded area to be recorded with the final plat. Motion by Commissioner Berg, second by Commissioner Christiansen.
- J and P Acres (preliminary plat): Applicant requested tabling; the board did not act on this plat.
- Country View Farms, 2nd edition (preliminary plat, six lots): Approved with the single condition recommended by the planning commission. Motion by Commissioner Christiansen; second by Commissioner Westerberg.
- London Creek 4 (preliminary plat in the Florence Lake shoreland district): Approved with the condition that a 7-foot drainage and utility easement from London Creek 2 be vacated and that the vacation be completed prior to recording the new plat. Motion by Commissioner Berg; second by Commissioner Westerberg.
- Auto repair IUP / extended home occupation (Michael Cox and Paige Fields): Approved with 12 conditions and five supporting findings. The conditions include parking limits, hazardous-waste management and no overnight boarding; the planning commission discussed access and neighbor concerns prior to forwarding a recommendation.
- Wetland restoration mining IUP (Lentz/Mattson with Anoka Soil & Water Conservation District): Approved with 10 conditions and five findings. The work is intended to create a 1.5'2-acre wetland restoration adjacent to County Ditch 20; all spoils will be spread on the same parcel. Planning staff noted the item will also appear on the ditch authority agenda.
- Amendment to conditional-use permit (Knutson resource-recovery station): The board approved an amendment to allow on-site recycling of metal and concrete for personal use and replaced a prior, more-limited storage condition with a screened, three-acre area; the planning commission had recommended approval and the board removed the conditional two-year review requirement.
- Rezoning request (Branson LLC / Belmore & Buzick): Tabled to the July planning commission meeting pending clarification of parcel ownership.
- Auto repair IUP (Boardley): Approved with 13 conditions and five findings; conditions include hazardous-waste planning and limits on outdoor storage and employee counts.
- Concrete business / extended home occupation (Swanberg): Approved with 10 conditions and five findings; primary operator must be a resident and homestead status documentation was provided to planning staff.
Most approvals were granted with the planning commission's recommended conditions and findings; where additional site-level conditions were required (signage, screening, hazardous-waste documentation), the board left final code compliance to staff during building-permit review and final plat recording.
