Staff said the lone proposal came in above initial expectations and that staff plans to negotiate a narrower scope to bring the study cost to approximately $12,000–$15,000 for public-input and planning work. The presenter said staff could either approve a contract with the bidder within a stated budget cap or take a month to negotiate and return to the board with a revised contract.
The board voted to table the item to July so staff can refine the scope and bring back a revised proposal and contract for consideration. The motion to table was moved and seconded and carried on a voice vote; staff noted tabling would not substantially delay the project timeline and would allow more precise scoping and pricing.
No contract was approved at the meeting.
