HRA staff reported that the east side of the Farden property has been platted and that the HRA submitted an application to the Planning Commission for review, with the item scheduled for the commission’s meeting next Monday.
Staff said the HRA will use a combined request for qualifications and developer purchase agreement to advertise the seven platted lots and that the board will be asked at a future meeting — likely July — whether to also offer the contiguous 40-acre tract on the west side of the road as a single parcel for a developer to buy and develop under specified time and development commitments.
The staff presenter recommended the board set a minimum purchase price after staff completes planning-cost accounting and said the HRA will return with final contract and cost information. “At likely the July meeting, we’ll be able to take action to offer those, at least those initial 7 lots for sale,” staff said.
The RFQ/agreements the HRA is preparing would allow the board to set development criteria and timelines for prospective purchasers. Staff said it expects to seek a price that covers planning costs while keeping lots reasonably priced to encourage development.
No formal board action was taken on the RFQ at the meeting; staff asked for direction and indicated they will bring a contract and a recommended minimum price back to the board for formal approval.
