Isanti County concurs with city to award Heritage Boulevard roundabout bid under $1.11 million

The Isanti County Board on June 17 concurred with the city of Isanti and awarded the low bid for the Heritage Boulevard intersection improvement (roundabout) project to Asphalt Surface Technologies Corporation for $1,103,947.75.
County Highway Engineer Justin Bergerson told the board the county and city entered a joint powers agreement to share costs and administer the project; the county had secured up to $1.5 million in Local Road Improvement Program (LRIP) grant funding for construction-eligible costs. "We received up to $1,500,000 in Local Road Improvement Program grant funding," Bergerson said.
Under the joint-powers agreement, the county will be responsible for two-thirds of non-grant-eligible costs and the city one-third. Bergerson said ARPA funds the county set aside will be used for construction engineering and inspection expenses that LRIP cannot cover. He told commissioners the construction start would be scheduled after a local event (the county rodeo), with contractor work likely in late July or early August and an expectation that the main construction can be completed this year, weather permitting.
The contract was presented as a resolution. Commissioner Christiansen moved to concur with the award; Commissioner LaRoe seconded. The motion passed on a voice vote.
The county engineer described planned detours (CR 5 traffic detoured via CR 10 north to Trunk Highway 95, then to Highway 65) and said the project scope includes reconstruction at the roundabout, drainage improvements, and resurfacing from the railroad to Highway 65 with additional surface treatment on the approaches.
Why it matters: the project addresses a high-traffic intersection on County Road 5 and is largely funded by a state LRIP grant; the award at substantially lower than engineer's estimate reduces projected local construction costs but does not change the ARPA allocation for professional services.
Next steps: county staff will finalize contract documents and a pre-construction meeting with the selected contractor and the city engineer; the city council is scheduled to consider concurrence the same evening.
