Planning consultant Candice (WSB) told the board the master plan update — the park’s first comprehensive plan since the 1970s — is intended to identify short-, mid- and long-term priorities, align with the Metropolitan Council 2050 Park Policy Plan and guide where funding and improvements should be directed. She said data collection and most project analysis are complete, and staff are now in the primary engagement phase through August with concept design work planned in August and a draft plan later in the year.
The consultant highlighted strengths including camping, trails, the boardwalk and the park observatory, which draws a regional audience. Challenges cited included circulation and safety (limited separation between vehicles and pedestrians), wayfinding and entrance identity, water quality issues, tree die-off and limited staffing for maintenance. Opportunities listed were improved camping options, expanded recreation and regional trail connectivity. Threats included nearby development, light pollution affecting the observatory, environmental impacts to the lake and funding constraints.
