Boulder Town Council approved a revised final subdivision application form designed to make submission requirements for preliminary and final subdivision stages clearer, and it agreed to place a planning-commission-recommended zoning change on the September agenda for public hearing.
Councilmember Josh moved to accept the “final subdivision application form revision 01” and the motion passed unanimously after discussion about using the form to field a live subdivision case and then revisiting the document after real-world use. Staff said the 17-page form maps ordinance requirements to application deliverables and is intended to make approvals and rejections more transparent for applicants.
On zoning, councilmembers discussed a planning commission recommendation to remove “personal commercial use” from the Town’s table of uses. John proposed scheduling the planning commission draft for a public hearing in September so the town can take public comment before deciding. Council agreed that the public notice schedule is tight and that the draft should be distributed to stakeholders in advance; the council will consider final action after the hearing.
Why it matters: The subdivision form is intended to reduce applicant uncertainty and administrative rework by listing required proofs and stages (preliminary feasibility, construction of infrastructure, affidavit prior to recording). The zoning change aims to clarify which commercial activities are allowed in town zones and to resolve long-standing ambiguity following prior rescission of a commercial zone; council members acknowledged the broader need to revisit and simplify zoning definitions and plan a longer rewrite.
Ending: Staff will publish the subdivision form and place the planning-commission-recommended zoning change on the public-hearing calendar for September; the council expects to use the new form on a current subdivision application and to update forms after practical use and planning-commission feedback.
