Planners approve resolution finding TIF boundary changes consistent with comprehensive plan for Mills on Main and Albert S. White districts

The Town of Whitestown Planning Commission voted 7-0 to approve Planning Commission Order 2025-003, a consistency determination related to proposed amendments to the Bridal Oaks tax-increment-financing (TIF) district that would remove single-family residential parcels from the original district and create two new TIF districts for the Mills on Main project and for improvements along Albert S. White.

Town staff explained the redevelopment commission had already passed a declaratory resolution and that the planning commission's role was to confirm whether the proposed changes were consistent with the comprehensive plan. The staff presentation described four actions covered in the request: removing certain areas from the original Bridal Oaks TIF (including single-family residential parcels that cannot generate increment under the statutory cap), creating a Mills on Main TIF to fund an east-west roadway connection, creating an Albert S. White TIF for further roadway improvements, and expanding the TIF right-of-way area to preserve connectivity.

A staff speaker clarified the distinction between single-family residential (which the town moves out of the TIF because of tax-cap limitations) and multifamily residential or apartments, which remain eligible for increment collection under different statutory rules. When asked whether pass-through payments to schools or public safety were included, staff said there had been none in recent years because revenues have been needed to cover outstanding TIF debt obligations.

The commission moved to approve the order, with a member noting the redevelopment commission had already approved the earlier resolutions. The motion passed 7-0.
