San Jose council appoints Councilmember Casey to Atlanta Chamber study mission after member withdraws

SAN JOSE — The San Jose City Council on Aug. 12 approved a substitution for an upcoming Chamber of Commerce study mission to Atlanta, clearing the way for Councilmember George Casey to attend in place of Councilmember Dwan, who withdrew because of a family health matter.
The council's travel policy (policy 9‑5) allows up to five elected members to travel so long as the trip does not cause a quorum cancellation of council business. Councilmember Dwan told colleagues he would step down from the planned delegation because of his father's health and asked that his seat be offered to another councilmember.
Councilmember Pamela Campos and Councilmember George Casey both expressed interest in participating. Vice Mayor Foley said the trip's focus on economic development and entertainment districts made representation from the Community and Economic Development (CED) committee sensible and moved to replace Councilmember Dwan with Councilmember Casey; the motion passed unanimously.
Councilmembers stressed the value of returning with a public report. Councilmember Kamay and others asked that travelers provide written briefings or presentations to the council after the mission; the mayor's office confirmed a space is available for travel reports.
