The Town of Whitestown Planning Commission unanimously approved both a primary plat and a concept plan for a Speedway convenience store and fueling facility at the northwest corner of Albert White and 450 East.
Brian Seward of Kimley-Horn, representing Agree Realty, presented the project, describing a roughly 4,800-square-foot convenience store with fuel islands and a separate truck fueling area to the north. Seward said the property was rezoned from I-1 to AB last year to allow fuel sales and that the design separates car and truck fueling with two full-access driveways on 450 East and a right-in/right-out on Albert White. "During the rezone petition, there was a concern with potential overnight parking, and we said we'd commit not to do that. That's still the case," Seward said.
Staff recommended approval of both the primary plat (PC-25-048-PP) and the concept plan (PC-25-049-CP). Two nearby residents spoke during the public hearing. Michael L. Smith, speaking as a property owner north of the site, said his questions were answered at the meeting. Mindy Metzinger, who identified an address in Lafayette, said she supported new development but cautioned, "there's gonna be another gas station in that area... that's a lot of gas stations in that 1 little area." Craig Anderson, the property owner, said cross-access and shared detention details are being finalized in a construction/operation easement document.
Commissioners asked for clarification on cross-access to the adjacent parcel to the west; Seward and the property owner said documents to secure cross-access and shared detention were in preparation. After brief discussion, the commission voted 7-0 to approve the primary plat per UDO section 9.2(d) and then voted 7-0 to approve the concept plan per UDO section 11.6(d).
