Speedway council approves multi-hazard plan, public-safety fund change and several contracts; claims total $1.68 million

The Town of Speedway Town Council on Aug. 11 approved a package of routine and policy items, including a resolution adopting the updated Marion County consolidated multi-hazard mitigation plan, an ordinance broadening the uses of a restricted police-and-fire fund, task orders with Wessler Engineering for wastewater work and a low-head-dam inspection, a renewed sports-broadcasting consent agreement, and claims totaling $1,683,004.48.

Council President Nick Surgeon called for and recorded 4-0 votes on the items. Philip Foust, the town court treasurer, presented the claims and told the council the packet covered the period July 24 through Aug. 6 and totaled $1,683,004.48.

The council approved Resolution 2025-12, which adopts the consolidated City of Indianapolis–Marion County multi-hazard mitigation plan. The town manager and emergency services representatives told the council the plan covers storms, floods and other natural hazards and that Speedway staff worked with Marion County emergency planners and local fire and police officials in the update. Staff noted the plan runs roughly 200 pages and copies are available in fire, police and town offices for review. The resolution passed 4-0.

The council also passed Ordinance 14-12 on first reading by unanimous consent and then on its vote by the same margin. The ordinance amends language governing a restricted fund historically used for the police motorcycle program to allow the fund to pay for “vehicles, vehicle equipment and other public-safety gear” as established per purpose. Town staff said the fund is supported largely by racing-related activity and officer escorts and that expanding the fund’s scope will let departments stretch those locally generated dollars further. Police leadership expressed support during the meeting.

On engineering and infrastructure, the council approved Amendment No. 3 to Task Order No. 2 for wastewater on-call services with Wessler Engineering, a not-to-exceed amendment of $15,000 to cover additional services billed monthly as needed. The council also approved Task Order No. 9 with Wessler for a low-head-dam repair determination and inspection on Eagle Creek, a time-and-materials task order not to exceed $6,000. Town staff said the low-head dam — installed decades ago to maintain depth for water extraction — is deteriorating and will require ongoing monitoring; staff warned eventual replacement would be expensive.

The council approved an updated production and broadcasting consent agreement with ISC Sports Network that removes an annual renewal requirement and permits the town to continue sending produced content for broadcast and streaming; staff said the revised agreement also entitles the town to 50% of proceeds from ads ISC sells on the town’s content. The motion passed 4-0.

Formal motions to approve the July 28 minutes and related memoranda also passed by unanimous voice vote.
