Willard City Council on June 26 reviewed a package of agreements with Granite that covers property acquisition, pipeline relocation, gravel lease and related easements. Several councilmembers and staff said they had reviewed draft language but that final exhibits (surveys, maps and attachments) were still outstanding.
City staff and the city attorney told the council that some agreements require field survey work to finalize exhibit maps and property descriptions — for example, to divide Lot 111 and to verify the exact location of access easements to the tank property. Council discussed the Ken Bragger license language (a license within the package) and noted one agreed amendment: if the license-holder dies, the license would continue to his heirs under specified terms.
Council directed staff to obtain complete PDF packages with all exhibits and attachments before placing the agreements on a future consent agenda. Staff also asked that parties verify pipeline relocation and gravel lease documents and that survey staking (stakes and ribbon in the field) be used to confirm the alignment before final signatures.
No final signatures were executed at the June 26 meeting. Councilmembers said they prefer to have hard-copy final documents with all exhibits and sufficient time for review, and they asked staff to post the final PDFs on the city website for public viewing before the next meeting.
