Ordinance 25-13 (Sewer ownership and maintenance responsibilities) — Tabled - Council opened a public hearing, heard several public comments about laterals not being marked and homeowner liability, discussed drafting clarifications about structural failures and reasonable homeowner use, and moved to table the ordinance so staff can revise the language and schedule another public hearing.
Election contract with the county — Approved - Council approved the contract for the city’s election services with the county. The council noted cost would be lower than originally quoted because there will be no primary; roll-call recorded yes votes and the motion carried. Jake was absent.
Willard–Perry wastewater treatment plant budget — Approved - Council approved the city’s budget share for the joint wastewater plant. Staff said the budget reflects ongoing debt service, staffing needs and regulatory costs; council directed staff to pursue enforcement and pretreatment where necessary.
Cable/TV franchise agreement — Approved - Council approved renewal/approval of a cable/television franchise agreement that provides a five percent franchise fee on gross sales within Willard.
Other actions - Vehicle use policy (draft resolution) — Council instructed staff to proceed with final drafting and to bring the resolution to public hearing. - Planning and zoning commission compensation — Council directed staff to include alternate (non-sitting) members in the proposed $25-per-meeting compensation and to bring the item forward for a public hearing. - Meeting minutes (June 12, 2025) — Approved with an edit to a pronoun typo.
Several items were approved by roll call or voice vote; where a roll call was recorded, the meeting minutes list specific council members' votes. Items that require further public hearing (rate resolution, sewer ordinance, planning compensation) will return to the council for additional public notice and final votes.
