Council hears public works concerns: damaged subdivision roads, ballpark parking and Pineview irrigation line flooding

Road damage in new subdivision: Council members and staff reported that recently paved streets in a new section of Deer Run are showing damage consistent with heavy construction traffic (tracked skid steers, dump trucks turning on narrow roads). Staff said many of the affected streets remain under developer warranty or monitor escrow and that the city will review warranty status and whether repairs can be billed to the developer or escrow prior to release of any phase approvals.
Ballpark parking and ADA concerns: A resident requested painted parking delineation at the baseball diamonds to improve organization during games. Staff replied that one area has slope/ADA constraints and that the city will research legal and risk implications with counsel and report back. The council asked staff to check available gravel lots near the park and to consider signage or painted markers as lower‑cost first steps.
Pineview irrigation line cut and flooding: Councilmembers described an incident during construction where a contractor cut an irrigation line owned by Pineview (not a city line). Pineview staff responded and shut off the gate after about 30 minutes; the episode flooded two basements in the subdivision. Council and staff said the matter is largely a civil/contractor issue between property owners, the contractor and Pineview, but city staff will assist where appropriate and advised contractors to take care when digging near older irrigation or drainage lines.
Next steps: Public works staff will (1) review the warranty/escrow status for the damaged Deer Run streets, (2) investigate marking or signage options for the ballpark parking (including legal/ADA review), and (3) remind contractors of responsibility to locate and avoid private irrigation/drainage lines while working in subdivision build‑outs.
