Council open to case-by-case 55-foot hotel requests near hospital, not a blanket code change

Multiple councilmembers favored the third option, saying it preserves control and prevents an open-ended change that could apply citywide.
There was no vote. Staff were directed to accept site-plan and development-agreement proposals and to return with recommendations if applicants request exceptions.
