Commissioners authorize CDBG housing amendments, ADA change order and $591,811 CV grant increase for Council on Aging

Holmes County commissioners approved extensions and contract actions on multiple federal and state grants, including housing CDBG items and an amended Community Vulnerability (CV) construction grant for the Council on Aging.
Robin Belt, who presented the item as county grant staff, asked the board to authorize a state-provided one-year extension to the county’s housing grant, and to approve a change order to add ADA-adjusted cabinets and a reachable cooktop to a mobile-home rehabilitation for a resident identified as Ronnie Grant. Commissioners moved and approved both authorizations. Belt also said two new housing applicants — Ruby Gardner and Beatrice Saver — will be bid out soon.
On a separate grant, Belt told the board the state had added $591,811 to the Council on Aging construction grant, bringing the total to $1,545,811; commissioners authorized the county to sign the amendment and directed staff to schedule a preconstruction conference. Belt also requested authorization for absent commissioner Corbin to sign requests for funds on these projects when needed; the board voted to give that authorization and asked staff to document it.
Separately, the board approved a CDBG subgrant time extension for a road access project tied to a new gas-station site; staff reported the project was about 75% complete and the extension moves the grant end date to July 2026 with expected completion in September 2025.
