Baltimore County Board of Education approves personnel actions, names school leaders

The Board of Education of Baltimore County voted by roll call July 22 to enter closed session for personnel and collective bargaining matters, approved several personnel matters listed in exhibits D1–D4 and advanced administrative appointments that the system will formally recognize at the board’s Aug. 12 meeting.
The board called the special meeting to order Aug. 22 at the direction of Chair Diane Lichter and cited the Annotated Code of Maryland, General Provisions Article §3-305(b)(1) and §3-305(b)(9) as authority to discuss “appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials” and collective bargaining-related matters. A roll-call vote was taken to move into closed session.
The personnel consent items presented by Mr. McCall included terminations, retirements, resignations and leaves. Board members approved the items in Exhibit D1, then approved items listed in Exhibits D2 through D4 after discussion. During the D2–D4 discussion, board member (identified in the transcript as) Miss Germanowski asked whether central office resignations would be refilled for the coming school year; Mr. McCall said he did not have that information at the meeting and would need to check position numbers. Germanowski also stated that seven of the resignations were from the special education department.
Dr. Rogers, the superintendent, brought forward administrative appointments under Exhibit E1 and said, “I’m pleased to bring forward the positions for the following appointments this evening.” The board approved the appointments by roll call. The district said the individuals approved at the July 22 meeting will be formally recognized at the Aug. 12 board meeting. The names presented at the meeting were Alicia Pagnolotti, principal of Lyons Mill Elementary School; Christine Carringer, assistant principal of Deep Creek Elementary School; Anthony Schultz, principal of Halstead Academy; and Tracy Transparency, specialist, comprehensive coordinated intervening services, student support team and Section 504.
The board noted that closed-session and open-session summaries are posted on BoardDocs under the meeting agenda date. The board’s next regular meeting is scheduled for Aug. 12, 2025, at 6:30 p.m.; the July 22 meeting was then adjourned.
