Sanford approves first‑reading ordinances to annex and reclassify 4002 E. State Road 46 to commercial use

The Sanford City Commission approved on first reading three related ordinances affecting property at 4002 East State Road 46: voluntary annexation (Ordinance No. 2025‑4828), a comprehensive plan amendment to change the future land‑use designation from industrial to general commercial (Ordinance No. 2025‑4829), and a rezoning to general commercial (Ordinance No. 2025‑4830).

City staff told commissioners they had reviewed the annexation petition and found it met the criteria of Florida Statutes §171.044; staff recommended approval of the first reading of the annexation ordinance. The Planning and Zoning Board had earlier unanimously recommended adoption of the future‑land‑use amendment and the rezoning on grounds the request was consistent with the city’s comprehensive plan and the East Lake Mary Small Area Study.

The rezoning item was presented as a quasi‑judicial matter; the commission read required warnings about ex parte communications and procedures. Commissioners asked about traffic and access for the site adjacent to an existing subdivision; one commissioner expressed concern about potential traffic impacts near a nearby public school and asked whether the site had alternate access.

All three first readings passed on voice votes with no opposition noted and were recorded as passing unanimously. Each ordinance will return for second reading and final adoption at a subsequent meeting, and staff said required recording instructions and map exhibits will be completed per statute.
