The Sanford City Commission voted July 14 to allow United Medical Social Services to proceed with a conditional‑use application for a community resource facility at 1109 French Avenue by waiving distance‑separation requirements. The waiver permits the applicant to submit a conditional‑use application that otherwise would have been blocked by proximity rules.
Anwar Syed, identified in the meeting as executive director of United Medical Social Services, told the commission the organization serves primarily uninsured patients who fall below federal poverty thresholds and that demand exceeds the clinic’s current operating capacity. Syed said the clinic operates three days a week because of funding limits and that if it expanded hours “all appointments will be gone,” describing steady local demand.
Staff had previously recommended denial because the initial submittal did not provide sufficient neighborhood‑specific justification for a distance‑separation waiver. The applicant submitted an additional letter dated June 25, 2025, containing socioeconomic data and neighborhood alignment; staff said the new material was sufficient for the commission to decide whether to allow the conditional‑use process to proceed.
Commissioners discussed proximity to surrounding residences and existing nonprofit providers. Staff explained that the waiver does not approve the clinic itself; it only allows the applicant to apply for conditional use so Planning and Zoning and the commission can review detailed operational conditions, parking, and neighborhood impacts later in the process.
The motion to allow the applicant to proceed with the conditional‑use application passed unanimously. Commissioners and staff noted that the applicant must still meet conditional‑use standards and that the city can attach conditions or deny the conditional use at a later stage.
