City of North Port utilities staff on June 17 presented a proposed fiscal year 2026 capital-improvement program totaling about $22.45 million, with the largest single line item the effluent pumping station and pipeline tied to the city's obligations under a consent order.
City Manager Fletcher said $17 million of the CIP request is allocated to the effluent pumping station and pipeline work that the city must address as part of compliance planning. The utilities CIP also includes neighborhood water and wastewater line extensions (about $2.5 million) and other items such as advanced metering efforts.
Commissioners and staff discussed funding avenues and grant prospects. Utilities staff said they are pursuing multiple avenues simultaneously, including state grant applications and low- or zero-interest loans. Deputy staff noted a legacy sewer plant with unused capacity could play a role in near-term management of growth while longer-term infrastructure is planned.
Commissioners asked whether the department's proposed rate changes or other revenue mechanisms would cover CIP needs. Staff said a rate study is in progress and the FY26 increase (3.1% was noted as an operational increase tied to CPI) is intended to help meet operating and some infrastructure funding while a comprehensive rate study completes.
No formal decision was made; staff will return with more detailed financing alternatives and grant-seeking status for the effluent project and the neighborhood extension work.
